Dorade Law attended the launch of ‘Christopher’ in December 2010.  The weather was good and the entire workforce turned out to celebrate the successful build of this lovely boat.</p>

The new Higher Ferry on the River Dart between Dartmouth and Kingswear has been custom-built in Holland, fitted out in Falmouth by Pendennis Shipyard, and has cost £5m.  Dorade Law were instrumental in assisting in the negotiation of the legal contracts involved.</p>
<p>Pendennis Shipyard had previously built the new King Harry ferry which went into operation across the Fal estuary in Cornwall. The Dartmouth ferry hull was manufactured at the Dutch Ravestein yard on the banks of the River Waal before being towed to Falmouth where it was fitted out ready for its trip to Dartmouth.</p>
<p>Higher Ferry owner Richard Seaton said: &#8220;The old ferry had reached the end of its working life. We had to invest a new ferry, but we&#8217;re very pleased to have a new vessel with the capacity and efficiency that this one is going to have.&#8221;</p>
<p>The higher ferry is known as a &#8216;floating bridge&#8217; and forms part of the national highways network.  The paddle-driven ferry which had served for so many years was the oldest ferry of its kind in the country. The new Higher Ferry will be able to carry 32 cars across the River Dart in around three minutes &#8211; the old ferry took 18 cars and chugged across the River in just under five minutes. An improved traffic management system on the Dartmouth side of the river and on-board traffic lights spanning the car deck also ensures better turnaround times. The new Higher Ferry&#8217;s engines are also exceptionally quiet and fuel-efficient which means vast reductions in the level of carbon emissions, as well as a reduction in the wash created.</p>
<p>Once the ferry arrived, the work of getting it ready for action on the Dart began. Pendennis had a team of expert engineers working alongside Dartmouth&#8217;s Ferry men and all worked very hard to ensure that the new Higher Ferry was put into full service as soon as possible.</p>

<p>Over the last two years there has been good progress in the cooperation  between the seven members of the ICOMIA Superyacht Refit Group; Amico  &amp; Co, Astilleros de Mallorca, Composite Works,  International Technic Marine, Marina Barcelona 92, Monaco Marine and  Rybovich and the publication of this Code is the first public document  issued by this group.  The Code sets out the values and practices of this group and some of  these are mandatory, such as insurance, warranty, transparency and  environmental practices.  Strict adherence to the code requires  dedication on behalf of the members who will have to commit to  significant investment in man power and infrastructure.  They have also worked with lawyers to develop a standard  framework contract which addresses matters concerning performance,  subcontracting, redelivery, liability, warranty and insurance.</p>

<p>UKHMA reports that there seems to be no change in the Government&#8217;s plans to withdraw much of the Emergency Towing Vessel capability on 30th September 2011.  In addition the Government does not intend to respond to criticism of this issue until &#8220;later in the year&#8221;.   The Association is clearly concerned that withdrawal of ETV cover will increase the risk to users of the coastal waters around the UK and intends to continue participating in the Working Group studying options for alternative ETV cover.</p>

<p><strong>New Pendennis Refit Yard &#8211; Palma</strong></p>

<p><strong>New Boat from Cockwells</strong></p>

<p>H.R.H. The Princess Royal unveiled the new Duchy 27, built by Cockwells Modern and Classic Boatbuilders at Mylor Creek Boatyard on 18<sup>th</sup> July.  This 27 foot semi-displacement classic styled motor launch is the first boat from their new range of Duchy Motor Launches.  Designed by Andrew Wolstenholme (of Hardy fame) the Duchy 27 is intended as a day boat for six or a weekender for two. The new Nanni 200 HP diesel powers the launch to a very comfortable 20 knot cruising speed.   The launch, with a spacious cockpit designed for entertaining, is also a magnificent showcase of Cornish Craftsmanship. The hand built interior exudes quality and class, the English oak drawers and cupboards are equipped with beautiful hand-blown glasses from St Ives and bone china table ware from Hayle.</p>

<p>Hooray &#8211; the Government has done some backtracking on this issue!  Transport Secretary Phillip Hammond has told the House of Commons that 10 centres will remain open 24 hours a day.  This U-turn has followed a period of consultation during which a 20,000 name petition was delivered to Downing Street.  An all-party House of Commons transport committee call the original proposals &#8220;seriously flawed&#8221; and raised concerns about the safety of coastal waters being diminished.  There is now a new period of consultation lasting until 6th October 2011 with changes being discussed including the retention of Holyhead rather than Liverpool and the choice of Milford Haven rather than Swansea amongst other possibilities.</p>

<p>Royal Docks and Marina Projects Ltd have announced plans to provide  an exclusive Superyacht berthing facility for July and August 2012.   Supheryacht</p>
<p>UK supports this facility through the new initiative Destination UK  which was designed to promote cruising grounds in the UK in the lead up  to the Olympics.</p>
<p>Onshore facilities will include: concierge services, 24 hour security, VIP lounge and parking and facilities for crew.</p>

</strong>Dorade Law attended Seawork in June 2011 and and found that the weather was pretty awful this year making it difficult to see the many interesting vessels on show on the pontoons.  However, it was as ever, an interesting show and gave us the chance to catch up with clients past and present.  Seawork seems to improve every year!</span></strong></p>

<p>The 34th America&#8217;s Cup World Series of qualifier heats in Plymouth ran from 10th to 18th September 2011.  The winds gusted close to 30knots and the course was set to maximise the views for the spectators.  The courses had electronic boundaries to keep the boats close and what a sight it was!  Thrills and spills galore!  The only shame was that despite there being over 120 people from around the world involved in filming the event, there was almost no coverage on local or national TV.</p>

<p>There had been talk that the Government was intending to introduce licencing for hull scrubbing or possibly even place a ban on scrubbing as found in some other EEC countries.  However the RYA, after extensive talks with Defra, can confirm that the Government does not intend to insist that boat owners should obtain a licence in order to do so.  Defra appears to have taken on board the difficulties in enforcing such a proposal and the expense of doing so would be disproportionately expensive.</p>

<p>The British Marine Federation launched BMF Commercial Marine at Seawork in June 2011 and has already welcomed 31 new members bringing the total membership to 73 in a very short period of time.</p>
<p>BMF Commercial Marine  is focused on working with the small craft commercial sector, specialising in the design, build, supply chain and service provision of commercial craft up to 24 metre load line length. Support through technical advice, stronger representation and a programme of national networking opportunities will be available to all members.</p>
